The Directorate of Gopalan in Rajasthan, a body responsible for the welfare of cows, has announced that on the Republic Day and the Independence Day, the state government would honour those people who adopt stray cows.
In an order addressed to all district collectors, the directorate said, "Those charitable and sensitive citizens, who have adopted stray cows, will be felicitated by the district collector on the Independence/Republic Day."
The order was issued on December 28, after the Congress government came to power in the state.
In the run-up to the assembly elections in the state, Congress had promised to increase grants for cow shelters and better facilities for stray cows in its manifesto.

The latest order urges district collectors to motivate donors, NGOs, social workers and cow lovers to adopt stray cows, and felicitate such people on August 15 and January 26.
"The idea behind the step is to conserve cows with cooperation from people. Those who adopt stray cows and undertake welfare activities will be felicitated by district collectors on the occasion of Independence day and Republic day," Vishram Meena, Director of Gopalan, Rajasthan said.
An application to adopt the cows was also attached to the order which has to be submitted to officials, including the district collector, and the joint director of the animal husbandry department.
The adopted cows will be tagged by officials from the animal husbandry department.
After verification of the claims, the collectors will felicitate such people with a certificate at the district level, Meena said.
The move is to ensure the income of the cow shelters and effective upkeep of the animals, Anil Kaushik, joint director of the Department of Gopalan said.
The order also mentions that whoever wants to adopt cows can deposit the amount decided by the local cow shelter and can visit the cows anytime. Those who want to keep the stray cows at their houses can also do so, the order said.
Under the BJP government, Rajasthan became the first state to have a cow ministry. Otaram Devasi, who was the first cow minister of the country, has now handed over the mantle to Congress's Pramod Bhaya.
